要旨:
Agriculture continues to be the main source of livelihood for millions who live in the Indian countryside. After the Indian government’s sudden decision to ‘demonetize’ on November 8th 2016 (withdrawing currency notes of Rs. 500 and 1000 from circulation), widespread rural distress followed. The loss of the ready availability of cash sparked a fatal cycle with a drop in investment in agricultural activity and the inability to meet rural household expenses. The sharp fall in financial liquidity, moreover, further aggravated farmer indebtedness. One of the loudest demands by the farmers in India today, in fact, is for ‘loan waivers’. On the other hand, the Indian government has been arguing for the ‘doubling of farmer incomes’, technological fixes and increasing market access  to what is increasingly becoming a chronic crisis of farmer indebtedness and plunging prices for their produce. My talk will offer a broad survey of these trends in Indian agriculture, as the country begins to prepare for the general elections of 2019.
