Abstract
The Indian Punjab followed the path of intensive agricultural production since the introduction of high yielding varieties of wheat and rice during late-1960s and early-1970s. It was facilitated by easy access to groundwater resources, use of modern inputs, rapid farm mechanization and assured procurement of the grains. Relatively higher profitability of paddy and wheat crops led to the elimination of other crops in the production pattern and also to the depletion of the most important natural resource, i.e. groundwater. The increased dependence on groundwater use for agriculture has caused a huge imbalance between the demand and supply of water for crop cultivation. The groundwater depletion has significant implications for electricity use in agriculture and hence the extent of power subsidy. The relationship between water and energy use in agriculture affects the livelihoods. This nexus has interactions with the other sectors of the economy and has the potential to influence the usage and outcomes of these sectors. Under different scenarios of rainfall, crop production and industrialization/urbanization in Punjab, the water table is expected to decline at a much faster rate, with the electricity consumption and electricity subsidy in Punjab likely to go up by several times as of now. The innovations in water use efficiency and changes in the cropping pattern have different potential to check these trends. This presentation talks about all these possibilities and the challenges which may emerge to make it a reality.
