【題目】 VIETNAM IN INDIA’S “ACT-EAST POLICY”: WHAT IS DRIVING THEM CLOSER?

Abstract:

The ties between India and Vietnam go back to the times when Indian influence and customs spread in Southeast Asia, with historical kingdoms like Champa flourishing in present-day Vietnam. In addition, both the countries share the experience of fighting against colonial rule.

Vietnam is an important element of India’s “Act-East Policy” which aims to re-invigorate its historical ties with countries in Southeast and East Asia. It was after PM Modi took office in May 2014 that the former “Look-East Policy” was rechristened as the “Act-East Policy”.

This lecture will analyze the areas of convergence and divergence between India and Vietnam. What does the future portend for their bilateral ties? What is the potential for possible cooperation between countries like India, Vietnam and Japan, given Tokyo’s improved ties with Hanoi? How can there be increased connectivity between India and Vietnam as part of India’s “Act-East Policy”? These are some of the questions that the presentation will attempt to answer. It will also delve into the historical aspect of the relationship. Finally, it will lay a roadmap for the future of the ties in the light of the Indian PM Narendra Modi’s visit (in September this year) to Vietnam.

 

On the speaker:

Dr Rupakjyoti Borah is presently a Research Fellow with the Tokyo-based Japan Forum for Strategic Studies (JFSS). He holds a PhD from the School of International Studies, Jawaharlal Nehru University (JNU), New Delhi.

He has earlier served as an Assistant Professor of International Relations at India’s Pandit Deendayal Petroleum University and has held visiting appointments at the University of Cambridge (U.K), the Japan Institute of International Affairs (JIIA), Tokyo and the Australian National University (ANU), Australia. Dr Borah specialises on Japan-India relations with a specific focus on Japan-India maritime ties, besides strategic issues related to the Indo-Pacific region. He has published in journals like the Journal of East Asian Studies and the Journal of Asian Politics and History. Dr Borah has travelled to Australia, New Zealand, Thailand, Portugal, Taiwan, Japan, U.K, Singapore, China, Turkey, the United States and Indonesia for research purposes and conferences.
